EUDR vs CSRD
EUDR is a product-level market-access rule: no covered commodity may be placed on the EU market without geolocation of its plot of production and a due-diligence statement. CSRD is an entity-level reporting directive: an in-scope company must disclose sustainability impacts, risks and opportunities in its management report, audited by a third party. EUDR blocks a shipment; CSRD shapes a report.
Side by side#
| Instrument | Regulation (directly applicable) | Directive (transposed nationally) |
| Unit of obligation | The consignment | The undertaking |
| Trigger | Placing a covered commodity on the EU market | Size, listing and turnover thresholds |
| Core evidence | Plot geolocation, legality, deforestation-free after 31 Dec 2020 | Double-materiality assessment, ESRS datapoints |
| Assurance | Competent-authority checks and penalties | Limited assurance by a statutory auditor |
| Where Phoeniks fits | Parcel geometry and land-cover history per plot | Agricultural datapoints with an evidence level and audit trail |
Where they overlap#
- Both need parcel-level geography: EUDR to prove a plot, CSRD to substantiate an agricultural datapoint.
- Both reward a reproducible source chain over a supplier attestation.
- A company can be in scope of both, and the same land-cover evidence serves each purpose without being collected twice.
Where they diverge#
- EUDR failure stops goods at the border; CSRD failure surfaces as a qualified report and supervisory action.
- EUDR is binary per consignment; CSRD is a materiality judgement across the whole undertaking.
- EUDR evidence is dated to a fixed cut-off; CSRD evidence must be refreshed every reporting period.
Frequently asked
- If we comply with EUDR, are we CSRD-ready?
- No. EUDR evidence covers land-cover legality for specific plots; CSRD requires a double-materiality assessment and a far wider set of ESRS datapoints. The plot evidence is reusable, the compliance is not.
- Which one applies first?
- EUDR applies as soon as a covered commodity is placed on the EU market, regardless of company size within the operator definitions. CSRD applies only once the undertaking crosses its thresholds.
